Does anyone here have a USD Neteller account outside of the US and have the card?

Yes and yes.

So since you have a USD Neteller account and you've also been receiving EFT withdrawals, I'm assuming you have a CD bank account...what is the currency exchange fee that you are charged whenever you receive an EFT from Neteller? And who charges you the currency exchange fee, Neteller or your bank? Thanks.

Neteller takes 1.9% for the exchange. Today's rate was 1.15830.

If I open up a Canadian account do you think they will pay me

I am a U.S. citizen, and a U.S. resident. I have never lived in Canada - nor do I have any plans to.

1) If I open up a Canadian bank account, in Canadian dollars, do you think neteller will pay me?

2) Why isn't neteller willing to send Canadian dollar checks to U.S. residents, who don't mind?

Thanks in advance for all responses

Presuming Neteller remains in business, yes. I'm still using them and everything is going fine.

Neteller isn't servicing US players at all, regardless of the currency you wish to play in.

I'll back-up what xpanda is saying, so far no problems moving money to/from my bank account via EFT.

Not sure how you'd go about getting a CDN bank account, as a US citizen.

They will not, unless you are a Canadian resident and can prove it.

From neteller cs: "All funds transfers to a bank account must
match to the currency of the country registered in your NETeller
account."

Which means ... funds moving to a Canadian dollar bank account will be moved in Canadian dollars.

Exactly, but this only works if you're a Canadian resident. If you are registered at neteller as a US resident they will only let you move funds to a USD bank account (country of residence and currency must match). But since neteller can't do transactions to USD bank accounts there is no way to transfer your funds. If you know a way around this problem let me know.

xpanda, does your debit card still work in the US? Or does it only work in Canada? And when in Canada, you get charged 1.9% at the ATM as well? Thanks again.

The card still work in Canada. I don't know if it works in the US, though I'm reading of Americans still withdrawing okay.

Not sure how the exchange works in this case. It might be calculated right at the ATM. In Neteller itself my ATM balance shows in USD.
